First of all, as long as you have turned 18 years already you don't need your parents consent to move back to Norway. If you are a Norwegian National you can approach any Norwegian Embassy to get a Norwegian Passport/Travel document. As I don't know your financial situation you must be aware that you have to pay a fee to apply for a passport, and also pay your own travel costs. If you are subject to violence or in other ways restricted in getting in touch with the embassy it may be a practical problem. You have to show up in person in order to apply for a passport. 

If it's possible for you I suggest you get in contact with the nearest embassy and discuss your situation with them. As I don't know which country you are in, you can find a list of all Norwegian Embassies here: norway.no/en/
