Is there any opportunities for English speaking teenagers?

If I understand you correctly you would like to know if there is any sort of voulentering or activites in your local society that is suited for people who don´t have Norwegian as their first language. I am sure that if you would like to join a political party for young people, that they will be more than including to making you feel welcome. Norwegians are usually good at communicating in English, so I would recommend to just reach out to whom ever party you like and ask if you can join. If you surround yourself with people who have Norwegian as their first language, I am sure that you will quickly learn more Norwegian.

You are also looking for a place where you can take courses that will lead to being able to educuate yourself outside of Norway. Since you are just 15 years old I assume that you go to or will soon go to Videregående Skole, if you have any specific courses you need to take I would recommend you talk to your counselor at school. They will be able to help you find these courses, if there is a language barrier they should be able to make adjustments so you can understand the curricular. I would also ask your counselor at school if she/he knows any sort of activites or groups for only english speaking students in your area.
