I just moved to Norway,, how to get to know someone?

I don't know if you go to school or just moved by yourself. If you go to school, you can talk to the school health service, to get some advise how to get to know someone at your school. The school nurse knows about "everything" in your community, where to meet people, how to get in touch with activities, and so on. The teachers also help out if you ask them.

If you are not in school, you can talk to the people working at NAV. They should speak english, and knows about the activities for youngsters around where you live.

It takes some time to get to know someone. Go to the movies, swimmingpool, library, or do something you feel comfortable with. I am sure you will get to know someone, if you try to talk to people where you are. Spring and summer are more easy in Norway, then we are outside just spending time in the nice weather.
