Is my scooter allowed to use?

Hi. I have an electric scooter I come from another country, where it is a speed limit law of 25 kmh if I drive in the road From what I understand that was same here, but 6kmh on sidewalk in crowded area, 20 kmh on the sidewalk max However the police pulled me over and said it's not legal but they said it was okay but that I have to fix it. Now. How do I do that? I got it as a payment for some work, not really white or legal job just some help. Anyway, I have no idea what to do. I promised him (police officer) I won't break the speed limit. And we figured out how to Lock it on 15 kmh, which is perfectly fine with me, but we was confused about the scooter how to do it right. How do I get it legal 100%?
