I would recommend you to read about becoming a "kaptein" at Utdanning.no. There you'll see that you can take the education through videregående, but you have to change from Studiespesialisering. If you want to, you have the right to change utdanningsprogram one time during videregående, as long as you haven't gone more that one year.
Another alternative is to complete Studiespesialisering and study maritime navigation through higher education, either at a høyskole or universitet (college/university).
You can also see the avarage salary for boat captains here at Utdanning.no, but be aware that it usually will be lower at the start of your career.
Unfortunately I don't know if boat captains are needed or not. I would suggest that you ask Norsk Sjømannsforbund about it.
Since I don't know where you live, I can't tell you if you have to move or not.
Also remember that you've got a rådgiver/counselor at your school who can give you information and guidance in these kinds of questions.
